On 7 October 2020, the European Commission announced that it would issue a € 100 billion social impact bond package under the EU SURE Instrument. To this end, the Commission has also adopted a General Framework on Social Impact Bonds, independently assessed. The general framework is designed to provide assurances to investors in these bonds that the funds related to them will truly serve a social purpose. European Commission President Ursula von der Leyen said that these social bonds will give investors the opportunity to contribute to the EU's efforts to maintain jobs in the Member States in the context of the COVID-19 pandemic.
